Arrest warrant issued for man posing as psychologist following B.C. fraud investigation

Kelowna RCMP say an arrest warrant has been issued for a man who faces two forgery-related charges following a lengthy fraud investigation. 

Fifty-two-year-old Xander Phoenix, formerly of New Westminster, is alleged to have provided medical assessments to clients in Kelowna without proper credentials as a psychologist in British Columbia.

RCMP say Phoenix has been charged with one count of causing a person to use forged documents and one count of forgery.

They are asking Phoenix to contact RCMP to “rectify these warrants.” Anyone with information about his whereabouts is asked to contact police.

In 2021, Phoenix, who was once known as “Doctor Pat,” was the subject of a public safety notice from the College of Psychologists of B.C. that said he was “not and has never been registered to practise as a psychologist in British Columbia.” 

Phoenix was accused of sexual misconduct by a patient.

Two parents also filed police reports claiming Phoenix charged them $3,000 for autism assessments he was not qualified to perform.
